Jessie will be shipping with postgresql-9.4; postgresql-9.3 will eventually be removed. tinyows recommends postgresql-9.3-postgis-2.1, please upgrade this dependency. The best fix would probably be to just "Recommends: postgis". postgis itself recommends the server module. That would avoid tracking the PostgreSQL version in tinyows.
