FFmpeg tries to be API/ABI compatible with Libav, but has more functionality and thus is rather a superset of Libav. This is because FFmpeg merges changes from Libav, but Libav ignores most changes done in FFmpeg.

I gave a detailed reasoning for not letting the runtime libraries conflict in my mail to debian-devel [1].
