It depends on libcurl3-gnutls because it gets built with that dev package. If you want it to depend on the openssl variant, you'll have to rebuild the package. libdap fixed the issue you reported the same way gdal has, and therefor libdapclient3 only depends on libcurl3-gnutls just like libgdal1h does. We cannot support both the gnutls and openssl variants in the same package, this is a decision made at build time. You still haven't provided an example to reproduce the issue you reported. Please provide this.
