Why don't you simply execute "dpkg-buildpackage -B -rfakeroot"?

Because policy says that "debian/rules binary" _must_ work?

 The targets are as follows (required unless stated otherwise):

 binary, binary-arch, binary-indep
    The binary target must be all that is necessary for the user to
    build the binary package(s) produced from this source package.
