/usr/lib/rssh/rssh_chroot_helper is not setuid root by default, which
makes rssh unable to chroot.  The fix, adapted from [1]:

sudo dpkg-statoverride --update \
    --add root root 4755 /usr/lib/rssh/rssh_chroot_helper
