If libapache2-mod-suphp (an idea that makes me cringe) does provide all
the functionality of the other php binaries, then php can depend on it.
The suphp .debs do not appear to even provide a phpapi, so it is unclear
to me if this is even the right course.

Tim, I recommend reassigning this bug to php4.  Just note that reassigns
don't autogenerate an email to the maintainer, so it's considered polite
to drop them an email letting them know what's going on.  I am not
convinved it's a bug in php4, either, as I don't know if the suphp
provides the full php spec, but they'll know better than us, and if
there is a packaging bug, it's in php4.
