We have version 1.4.5-1+deb6u1 (debian 6 squeeze) from our inhouse mirror so perhaps we missed some updates on the repos. Still in this version the fix for the init.d script was in place but the perl script start-memcached misses the two lines mentioned. We found this because we installed the update and from 30 instances only one came up again... I'll check our mirror, but if your later version of memcached package contains a start-memcached that checkf for arguments this bug can be closed...
