If the user is offline etc. when upgrading the package,

   W: Some index files failed to download. They have been ignored, or old ones 
used instead.

   Current status: 2 updates [-34].

Maybe the best thing to do would be leave the package marked as not
fully configured. That way a second run of apt-get etc. later when
online, would configure it.

Actually a proper man page with instructions for offline updating would
also be good. E.g., to update offline, the user should be sure to not
only copy pepperflashplugin-nonfree*.deb to his machine, but also ...
and place them in /var/... etc.

One might think 'why would one want to update offline, when most of the
flash stuff is online anyway?' Well sometimes some machines are
temporarily on 'sneakernets' etc...
