The last paragraph of apache2-bin's description reads:
This package contains the binaries only and does not set up a working
web-server instance. Install the "apache2" package to get a fully working
instance. Do not install this package unless you want to set-up the Apache
HTTP server entirely on your own.
Although the first 2 sentences may be useful, the last one is very confusing at
best. Installing apache2-bin is needed to run Apache, so apache2-bin needs to
be installed. Someone who wants to install Apache needs to install apache2-bin.
The author presumably assumed that administrators used APT and should not
install apache2-bin directly, leaving apache2-bin's installation to APT or the
computer. With that assumption, this is merely a terminological problem - who
is installing a dependency of a requested package, the administrator or the
computer (or both)?
The sentence should at least be clarified, but I think it should just be
removed.
By the way, the short description's parenthesis ("binary files and modules") is redundant, since
modules are binary files. I suggest to change "binary files" to something more specific or to
remove "and modules".
