I think I'd tend to only Suggest fetch-crl, rather then recommend. Even thouh some grid-programs expect current CRLs, this is acutally something which may also be done be the programs using these certs via OSCP, or downloading the CRLs (as e.g. browsers could/shoudl do). Even though igtf-policy-bundle doesn't really integrate with ca-certificates, I personally rather see it as just this, a bundle of certificates, less a bundle in the specific form used by grid-apps (even though we use /etc/grid-security, unfortunately). And ca-certificates doesn't suggest something like fetch-crl either.
