To be more precise: It build-depends on "libjpeg8-dev | libjpeg-dev".

Wasn't there something about libjpeg-nonturbo being dropped? Citing
from [1]: "The release team does not want to have more than one
libjpeg implementation." In that case a simple BinNMU suffices.
