I just see that I never answer to this bug. The reporter open this
by at my request due to a comment in other bug:

I think that one way to solve this bug would be to ensure, for example
with a lintian test, that all Debian package are built with the ocl-icd ICD
Loader.
Other implementations in Debian (non-free) can still be used by users
but they should not be used to compile Debian package.
