You almost made me cry suggesting I haven't tested this upgrade path a gazillion times already. Apparently I'm not able to single-handedly do all the testing here. My conclusion is different from yours though. Atleast not the new version. The only way I can see right now how this can happen is if you do a partial upgrade of libuuid1 only while keeping uuid-runtime at the older version, since this all runs in postinst if both of them where upgraded they should both be unpacked already at this stage.
