The fact remains that this dependencies force dpkg to configure the
packages in a random order disregarding the dependencies, which make
upgrade less reproducible.

I am not familiar enough with phpgroupware to give an opinion, but I think
the questions are:

1) do we really need 5 separate packages if the users have to install 
all of them anyway ?

2) does e.g. phpgroupware-admin really needs to depend on phpgroupware ?
