On a newly installed Jessie amd64 box, USB Host Device passthrough
for qemu guests is broken due to qemu-system being unable to access the
necessary /dev/bus/usb device files, e.g.

This is somewhat related to #563502, but additionally access fails for
non-hot-plugged USB devices (e.g. those plugged in since host machine
boot time).  Workaround is to chown/chmod the device files manually.

Incidentally, PCI device passthrough via vfio works fine on the same
machine.

Dunno if the regression is down to systemd?
