The smarty3 debian/rules build target in debian/rules is empty, which
I assume means that no compilation is taking place. While incredibly
the policy manual doesn't seem to require that source packages
actually build from source instead of using upstream's precompiled
binaries, I believe it is in the spirit of the policy to actually
compile from source.

One example of a file where the precompiled version is used is
   development/lexer/smarty_internal/configfileparser.y
which should be (but currently isn't) compiled into the binary file
   distribution/libs/sysplugins/smarty_internal_templateparser.php
