Fwiw, there used to be a patch applied to emacs-snapshot (but not the regular, non-snapshot Debian packages) that added this functionality, debian-browse-url.dpatch. It was added back in 2006 by Romain Francoise, in response to wishlist bug #373294. I wonder if that patch or some version could be resurrected?
