Wow!...
Which desktop environment are you using? Try to log in to plain openbox and 
check locale.
Long story short: lightdm does not set correct locale after all. The only thing 
it does is some kind of strange GDM emulation. It creates variable $GDM_LANG 
with the same value as Language= in .dmrc.

On the machine where lightdm seemingly worked, it was not really lightdm. XFCE 
session pulled locale value from $GDM_LANG and set it to LANG.
If you log in to openbox, or, to exclude any possible distraction, create a 
plain xterm session, you should see that lightdm does not set correct locale 
for the session. So the bug is valid.
