There are several... the most prominent is probably devscripts... I'd
need to search for the others and I'm a bit busy right now.

Most of the other packages unfortunately do not follow such a "strict
format" as devscripts does... they rather just include the information
some in their prose text.

I'd actually do that more elaborately,... since the above still gives no
real clue whether "I" need it or not, i.e. adding like the following
whois => only used for the banaction "foobarz" (i.e. if you don't use
that action,... you don't need it
pyinotify => to track logfile changes, unless you use systemd journald
for this, you most definitely want pyinotify.
systed => used as an alternative logfile polling mechanism and for
<already forgot again the other use that I read before in the changelog>
