fglrx works without gnome-shell (i.e. xfce4 runs smoothly). gnome-shell works without fglrx. So the problem should be somewhere at their interaction.
I don't much of RRChangeOutputProperty, but I thought that a call to the display driver, i.e. in fglrx failed for some reasons.
If you think this is rather a gnome bug, please reassign it to package gnome-shell.
