Justification: Previously, kexec-load stop target was failing for the reasons explained above, so it was not possible to remove the package without disabling USE_GRUB_CONFIG beforehand. Now with new GRUB version, the failing code path doesn't got run at all, so it should be possible to remove the package even with that config enabled.
