When *not* passing "splash" in the kernel command line, I can execute 
"systemctl reboot" (or "systemctl shutdown") and access the text console
during the shutdown process. In particular, I can use Ctrl+Alt+Fx to
interact with the systemd debug shell on tty9, or see system log
messages on tty9.

However, when passing "splash" to the kernel, this is no longer
possible. The system does not react to Ctrl+Alt+Fx, and the
monitor goes into standby.
