Yes, emacs is still usable AFAICT.  But every package upgrade/install
attempts to reconfigure it and shows an error, failing to do so.  This
is clearly something we don't want in the release, and since the
impact is on another package, we could read the policy as qualifying
the issue as "grave", I'd say.
