I do not know for a fact where they came from, but I speculate that Vladimir created them by copying and modifying the t2acm*.fd files that are part of the standard latex cyrillic bundle. Vladimir? (Unfortunately the t2alm* files incorrectly say they are part of cyrillic which, so far as I can see, is not correct. That should be fixed.) Anyway, I am not sure what the best outcome would be. The LM fonts don't actually include Cyrillic, so far as I know (*Latin* Modern, after all). The t2alm*.fd files use the same lh fonts (larm, etc.) that the t2acm*.fd files do.
