Control: reassign 769483 sysvinit-utils
Control: retitle 769483 /usr/sbin/service restarts daemons in the current 
session cgroups when not running systemd

After giving some thought to the matter, I believe the right way
to get feedback is moving the bug from systemd-shim (which isn't at fault)
to the package which owns one of the scripts which should handle
the transition to the root cgroup when logind is active and systemd is
not PID1 (e.g. sysvinit or upstart - but the latter is affected only when
a package doesn't ship a job file).

The bug should probably be cloned and assigned to sysv-rc as well
since invoke-rc.d exhibits the same problematic behavior, but
that's more of an administrative matter (and I really don't know
how to handle such subtleties in BTS, sorry).

I'm willing to provide patches if needed, but since this is a far-reaching
modification I'd like some feedback and a little guidance from the people
involved.
