At least this part of your analysis is wrong. The Built-Using header
would be ensuring that the corresponding source is available. In this
case however, ola uses jquery-ui 1.8.21 while jessie has 1.10.1 already.
So the corresponding source is actually not longer in Debian. If
anything, it only remains in snapshot.d.o.

The argument does not have to stop here. Since Built-Using only works on
binary packages and does not work on source packages, there is no
technical mechanism to ensure that the source corresponding to ola is
indeed available.
