I might be wrong but this somehow reminds of the recent troubles
with irssi-plugin-otr, cf. e.g. #766773 and
irssi-plugin-otr (1.0.0-1+b2) sid; urgency=low, binary-only=yes
* Binary-only non-maintainer upload for amd64; no source changes.
* Rebuild against irssi 0.8.17
Maybe irssi-plugin-xmpp needs a binNMU as well?
