Aha! Yes, the setting was unset in for xfce4-session. I set it, and now I get a locked screen when I resume from suspend or hibernation. But this is for a desktop system, so the main thing I used the icon for was initiating suspend/hibernate, and the plugin doesn't provide that functionality.
