The bug is title ITP. Does that mean that you want to package this software? If you want someone else to package it, then it should be a "RFP" (Request for Package). In any case, I wanted to point out that Debian already contains "publican" which is RedHat's version of a similar tool. It also supports translation with PO files. I'm its Debian maintainer. It might be interesting for your needs.
