Actually, the sarge/etch RC policy says

        Packages must autobuild without failure on all architectures on
        which they are supported. Packages must be supported on as many
        architectures as is reasonably possible.

It goes on to say that packages are "assumed to be supported" on any
architectures they built on before; but in this case, the maintainer had
better have a pretty darn good reason why it's not "reasonably possible" to
support this trivial PAM module on *all* our architectures.
