I ran into this bug yesterday as well while trying to create a Fedora change root using yum which I wanted to boot using systemd-nspawn. I have tested the patch above and can confirm that it fixes the problem. Thus, I think we should raise this bug to RC and upload an updated version for Jessie. I will prepare an NMU later.
