"debian/rules binary" and "debian/rules build" still works, the build system is just not idempotent thus making dpkg-source to fail. This is not considered RC. As I already explained in #679511, you are recommended to use git-buildpackage. I will merge any patches to improve this, but I will not waste my time by making non-git-buildpackage builds to work perfectly.
