I'm sorry I haven't been able to look into this. Could you try the version of pulseaudio in experimental (5.99) and see if that works? If not, please attach a verbose log[1] of pulseaudio when reproducing the problem, and noting approximately when you did what (eg: approx 5 seconds after starting pa, I started pavucontrol, then muted the input...).
