I experienced the same problem on my desktop computer, apparently after I had installed pm-utils (but I'm not sure). I had to do two things to remedy it:
1. To set ANACRON_RUN_ON_BATTERY_POWER=yes in /etc/default/anacron.
2. To put
service anacron stop
service anacron start
to /etc/rc.local.
