Shouldn't we throw those hints in the release notes upgrade guide? Or maybe changing the guide to say that the multi-step process (apt-get upgrade + apt-get dist-upgrade) is *not* optional? For example, I wonder if I should open (a?) separate bug report(s?) about the various unexpected debconf prompts from irqbalance, localpurge and base-password...
