The suggestion was once made to borrow a script from NetBSD that mechanizes the transformation of the HTML documentation to man pages, but that never seemed like a particularly great approach to me. However, if someone wants to pursue this and offer up a patch that they think will improve the current state of the NTP documentation in Debian, I'm sure we'd also be willing to consider that.
