I'll add just a little bit of background, in the hope it helps someone look into it earlier: we, the Debian AppArmor team, plan to extensively use usertags so that e.g. package maintainers can put AppArmor-related issues on our radar, when they ship AppArmor confinement profiles in "their own" packages and lack the expertise to deal with all the consequences thereof.
