Setting the locale works as expected per user and session, we use this on a daily basis at work.Just use a display manager like lightdm that supports choosing the locale per session and user while logging in. It works for as expected. Other display managers like mdm work as well.
Closing this due to lack of bug submitter feedback and the issue not being reproducible.
