Like Michael said, the only difference in udev 215-12 was for mmcblk devices with RPMB functionality which are not very widespread (and even then, this wouldn't affect input devices). So I'm afraid we need a lot more information here, like the "udevadm test input/..." output " from both a working and a failing situation.
