My understanding - which https://lists.debian.org/debian-devel-announce/2012/09/msg00008.html appears to support - is that dak ACLs, and therefore DM permissions, are bound to a key (specifically to a fingerprint). If you've changed your key then you'd therefore need a DD to add the new fingerprint via a dak-commands file.
