If you look closely, you'll see it's marked as fixed in milestone 1.3.3.
That version is not even out yet, and the 1.3 series is a development
series without any guarantees of ABI stability, so it's not suitable
for packaging.

Yes, once this is in a stable release (so with Xapian 1.4.x).
