polkit upstream git (the future 0.113, if it ever gets released) has a
patch from Kay Sievers to apply this logic, which is necessary for
bus-activated services in dbus-user-session: if a process is not
part of a session, but the process' uid has a GUI session, associate
that process with that GUI session for the purposes of deciding how much
authorization is needed.

A typical symptom is this, for instance:

* gnome-terminal is bus-activated
* if I run gnome-disks from gnome-terminal, I cannot mount CDs
* if I run gnome-disks from GNOME Shell, I can

dbus-user-session should ideally have a Breaks on versions of policykit
where this has not been done.
