The drawmap(1) manpage says:
At the time this manual page was updated (August, 2001), various
DEM, DLG, and GNIS files were available for free download
by following appropriate links from http://mapping.usgs.gov/.
For some files, convenient graphical interfaces were available to
let you locate desired files by clicking on a map. Some DEM, DLG,
and GNIS files, and the GTOPO30 files too, were available
via FTP from edcftp.cr.usgs.gov, in the pub/data directory.
(In the case of GNIS files, there was simply a pointer to another
download site.) Access to the various files changes over time,
so you may have to do some searching to find what you want.
I found it difficult to locate these files using mapping.usgs.gov; the
only link I found was to "Earth Explorer", which wanted to charge me
$1.00 to download each DEM file, and announced that they would be
unavailable after 2006-01-02. The FTP server accepted my login but
closed the connection if I tried to list any files in pub/data.
I did some searching and wrote an updated paragraph with correct links:
