Strangely, I cannot reproduce it anymore with pkcon, but I still can reproduce it with apper. Even stranger, the value of the HTTPProxyServer variable changes: After most installations it is '�', but I also saw '\�' or 'x'.
A possible cause for this issue might be a corrupted transactions.db. Could you maybe send the file "/var/lib/PackageKit/transactions.db" to me in a private email?

After that, could you delete the file and try to reproduce the issue again?
Even after deleting this file, I could still reproduce the problem with apper.
