Back to the bug issue, just an idea (/me being more or less a plumber, no coder): As cfengine is run upon upgrade, it should be possible to install the missing packages using a cfengine shellscript similar to tasksuite/taskpkgs; look up packages that should be installed, if not, install the package in question.
