Concerning the `emerg' spread, I think that FireHOL plays its part as expected, but it up to the superuser to manage them. By default Debian them through rsyslogd(1) (the new syslogd(1)). On my box, in my `/etc/rsyslog.conf' I have the line: # # Emergencies are sent to everybody logged in. # *.emerg :omusrmsg:* If you have not modified this part of the default `/etc/rsyslog.conf' as me, you may want to refine this part. rsyslogd seems as a powerful tool, so I bet it is easily doable for example with an appropriate filter.
