I finally found the cause for the missing device names. usbutils and pciutils install their *.ids files into /usr/share/misc (or better create a link to /usr/share/misc) whereas hal expects the ids files in /var/lib/misc. I guess /usr/share/misc is the location where the old hal (0.4.x) would expect the ids files. The question is, should hal create these links in its postinst script or should the pciutils/usbutils package be updated to create the link in /var/lib/misc. I would say, as long as the new hal packages are in experimental and the old (0.4.x) ones in unstable, hal should create this links. After hal 0.5 has transitioned to unstable the pciutils/usbutils package should be updated correspondingly. If you don't agree feel free to reassign the bug to pciutils/usbutils.
