Certainly not. "dolibarr" needs "/javascript" hence it should depend on "javascript-common" and describe how to activate it in README.Debian. Besides "libjs-jquery" may be useful without Apache so one should not expect "/javascript" to magically appear once "libjs-jquery" is installed.
