It's unclear what you are trying to prove with that.

Aside from that, as said, configurable UDEV_ROOT support was removed
upstream over 3 years ago.
Unless you convince upstream to re-add support for that, there is not a
lot we can do.

You also missed to provide a compelling use case so far, why you need to
mount /dev someplace else.
