I don't think so, because this was a fresh install of stunnel4 (I had
the old stunnel package before).

Nevertheless /usr/bin/stunnel tries to create /var/stunnel/stunnel.pid

FYI:

$ ls -ld /var/run/stunnel*
drwxr-xr-x 2 root     root     4096 Dec 18 14:57 /var/run/stunnel
drwxr-xr-x 2 stunnel4 stunnel4 4096 Dec 18 14:50 /var/run/stunnel4

$ ls -l /var/run/stunnel*
/var/run/stunnel:
total 0

/var/run/stunnel4:
total 0

Do I really need a chroot (and do I have to create it by hand?) even
if I
a) don't use /usr/bin/stunnel4 but /usr/bin/stunnel?
   (yes I know that the latter calls the former)
b) I still have 'ENABLED=0' in /etc/default/stunnel4?

I'm not so sure, at least because there was also an error message at
installation time.

Ok reinstalling:
# rm -rf /var/stunnel/
# aptitude reinstall stunnel4
[..]

Oops! No more errors. (And /var/run/stunnel is gone.)
But after starting /usr/bin/stunnel I still have the error about the
missing /var/stunnel directory.

After recreating /var/stunnel I can start /usr/bin/stunnel again.

Trying something else:
/usr/sbin/stunnel .. -P /var/run/stunnel4/
-> syslog:
Cannot create pid file /var/run/stunnel4/
create: Is a directory (21)

Well yes, that's how I understood the manpage ("If the argument is a
pathname ending in a slash, then a pid file named
"stunnel.servicename.pid" will be created in the specified
directory.")

/usr/sbin/stunnel ... -P /var/run/stunnel4/stunnel.pid
Ok, this works.

All in all, I don't know if this is a bug or intended behaviour. IMO
it looks strange, but maybe it's just me.

BTW:
$ stunnel4 --help
[..]
<filename>  - use specified config file instead of /usr/etc/stunnel/stunnel.conf
                                                   ^^^^
